Patrick Kane’s approach to consulting opportunities relating to community revitalization draws upon the important HUD tool called Community Renewal Programs (CRP). One of his most important characteristics is the success of most of the projects he has carried out or directed. In addition, many of his projects were completed in accordance with HUD regulations and met stakeholder objectives. His projects have generally been framed within the context of the CRP. This was a program initiated by HUD to provide a strategic approach to renewal programs. The CRP looked at problem areas and opportunity areas and then developed a schedule and strategy for project implementation and funding. Patrick Kane was brought to the Washington area to direct the CRP for Montgomery County, Maryland which followed the direction of the CRP for the cities of Buffalo, New York and Yonkers, New York. CRP’s were also completed for the town of Hempstead, Long Island and Springfield, Ohio. This approach may be beneficial to integrating the various projects reported in today’s Reston Connection. During the late 1960’s, HUD had many open urban renewal projects that needed to be closed. In order to facilitate closure, Patrick Kane was asked to prepare a concept paper that would audit HUD’s activities in the cities that had active urban renewal projects.
