Patrick F. Kane has been functioning as a consultant, educator, and community advisor addressing planning and community needs for over forty years. His firm, KRS Associates, was formed in Reston, Virginia, in 1966 together with William Shafer and John Rossi, both graduates of the University of Notre Dame School of Architecture. In 1973, he formed The Corporation for Community Development, a consortium of firms and individuals that carry out multi-disciplinary and multi-site projects. He has also filled senior management roles with a number of national planning and development firms. His service on numerous non-profit boards and task force groups has assisted many organizations, contributing to significant community improvements. Assignments have been completed for over 250 communities throughout the United States, serving communities ranging in population from over one million down to 1500 residents. He has worked with many state agencies, DOD, and all of the individual military services, as well as numerous private investors and developers.

EXPERIENCE AND ACCOMPLISHMENTS
Government Housing
Planning
• Prepared neighborhood revitalization programs for cities throughout the country, involving rehabilitation, new construction, and provision of residential support facilities and amenities
• Prepared a management plan for the congressionally mandated HUD National Demonstration Study to integrate Lead Based Paint Hazard Abatement into the Public and Indian Housing modernization programs.
• Developed methodology for the preparation of Comprehensive Plans for prioritizing maintenance, repair, and improvement of HUD funded Public Housing.
• Prepared the Virginia Housing Handbook, a compendium of all housing assistance programs available in the state. Designed and conducted a series of seminars to disseminate information.
Management
• Developed Work Programs and negotiated contracts involving planners, architects, landscape architects, engineers, economists, appraisers, market specialists and social service providers. Coordinated the activities of as many as 14 separate firms.
• Developed and applied evaluation criteria used to select development proposals for subsidized housing projects.
Implementation
• Coordinated production of construction documents for extensive modernization programs.
• Developed and monitored the lead and asbestos abatement and modernization programs for public housing authorities in Albany, NY, Cambridge, MA, and Omaha, NB.
• Conducted public information campaign to combat resident fear and concerns over subsidized housing projects being considered in their communities.
Military Family Housing
Planning
• Directed assessment of housing maintenance, repair and improvements needs (MARIP studies), the preparation of "1391's," Economic Analysis, and directed the preparation of contract documents for several resulting projects for a number of Navy activities.
• Prepared a comprehensive program for integrating the maintenance, repair, and improvement of Army family housing worldwide (Army MRI Program).
• Prepared chapters on Comprehensive Planning, Programming, and Budgeting of Family Housing for a Guide prepared by LMI for the U.S. Army.
Management
• Prepared initial feasibility study leading to consolidation of all Military Family Housing on the island of Oahu in Hawaii.
• Responsible for program development and coordination of whole house repair projects at Whidbey Island, WA, and Aberdeen, MD
• Prepared a Model Statement of Work for "Contracting Out" Army family housing management for OCE/CERL.
• Participated in the development of procedures for preparing segmented market analysis to determine housing requirements for the Army.
Implementation
• Negotiated funding approval at the Navy, DOD and Congressional levels of innovative and extensive whole house improvement.
• Provided program guidance for several Army housing improvement projects using the MRI whole house standards.
• Directed the study of alternatives for disposal of surplus Air Force housing in Spokane, WA.
• Serves on the faculty of Navy Family Housing Management Institute, located at NAS Jacksonville, with responsibility for components of the Facility Planning and Management and the Acquisition curriculum.

Private Sector Housing
Planning
• Prepared developed programs for in-fill and transit oriented mixed-use developments where housing was a major component.
• Prepared housing preference surveys to establish market potential.
• Prepared assessments of housing and quality of life factors as part of corporate site location studies.
• Conducted "work-out" studies for lenders of foreclosed property.
Management
• Created evaluation criteria and conduced architect and engineer selection process for several large mixed-use developments.
• Served as client representative monitoring new construction and reinvestment projects.
• Recruited and managed multi-disciplinary design teams for several planned communities, including golf course, marina, beach and retirement oriented projects.
Implementation
• Conducted condition assessments and prepared reserve replacement budgets for condominium associations.
• Facilitated formation of a partnership of three key property owners to join with the Town of Herndon to implement a revitalization program for the Central Area of Herndon, Virginia.
• Conducted pre-purchase and livability assessment for individual homebuyers.
Mr. Kane is experienced in multi-family housing assessment and inspection methodology, many HUD housing Programs, and the design and conduct of Quality Assurance/Quality Control programs. This experience has been gained from over 30 years work as a consultant to Federal, state and local organizations. Specific relevant experience includes:
Management-level involvement in the MOBIS demonstration, including attendance at two training sessions, certification as an inspector, actual inspections and several QA parallel inspections.
Certified as an inspector for the current REAC program and completed several hundred inspections throughout North East.
Served as instructor for Navy Family Housing Management Institute, Jacksonville, Florida, for 10 years. The one-week courses he taught included modules on housing inspection and Quality Assurance/Quality Control inspections.
Designed a worldwide housing management program (MRI) for the US Army, which included detailed procedures for housing assessment and inspection.
Recruited, managed, and carried out QA/QC for a team of inspectors to test the Army MRI Program.
Developed a curriculum to train QA/QC inspectors for the US Army Corp of Engineers.
Project Manager for the HUD national demonstration to test procedures for the abatement of Lead Based Hazards in Public and Indian Housing, which included management of the inspection procedures.
Selected among the top six finalists for the 2002 Robert A. Johnson Fellowship awarded by the Fannie Mae Foundation.
