The population cap for Reston was established at a time when the county was concerned about sewer and school capacity. The Suburban County wanted to limit white flight which was occurring in the inner city. The impact of Dulles Airport on the growth of the county had not yet been carefully considered, particularly the impact of the Dulles Toll Road which brought Reston closer to the District. The per unit ratios established in the sixties preceded the acceptability of town houses as an alternative to single family detached housing, typically attracting larger families. No data currently exists for the likely occupancy rates for the Town Center Condos. The ratios presented by the county reflect county wide characteristics and do not reflect any of the characteristics of the unique community of Reston. The term planned community is used often when describing population limits. What has been missing in Reston since it began was the term planning. Future development characteristics have been discussed ad inifinitum when in conjunction with development plan changes. These discussions involve the advocates of the change who typically are interested in increasing property values which justify an investment in the design and the review process.
